According to the EFSA's Expert Panel on Food Additives and Flavorings 2021 opinion regarding titanium dioxide, it could not rule out a concern for genotoxicity from ingestion of the material based on a perceived gap in data on this risk, which serves as the basis for current ban, said a March report on the decision.
TiO2 possesses different qualities depending on whether it is produced as a pigment or a nanomaterial. Both forms are tasteless, odourless and insoluble.
Recent analyses of food-grade TiO2 samples have found that a significant portion of particles may be within the nanoscale. These particles (also known as nanoparticles) range in size from 1 to 100 nm, where 1 nm equals 1 billionth of a metre (the width of a typical human hair is 80,000 to 100,000 nm).

In food, titanium dioxide has a few different uses. Most notably, its food-grade form is used as a colorant to enhance and brighten the color of white foods such as dairy products, candy, frosting, and the powder on donuts. For foods that are sensitive to UV light, titanium dioxide is used for food safety purposes to prevent spoilage and increase the shelf life of food.
However, the use of titanium dioxide has also raised concerns about its potential impact on human health and the environment. Some studies have suggested that titanium dioxide nanoparticles may have harmful effects when inhaled or ingested. Manufacturers of titanium dioxide are therefore taking steps to minimize the risk of exposure and develop safer products.
Inhaling high concentrations of titanium dioxide dust or fumes, which may occur in occupational settings — such as in the production or processing of products containing the mineral — may cause respiratory problems like coughing, wheezing and shortness of breath, in addition to eye and skin irritation.
